The callback scam — also known as the "one-ring" or "Wangiri" scam — involves your phone ringing once or twice, just long enough to register a missed call but not long enough for you to answer. The displayed number looks unfamiliar, often from an area code you don't recognize. Natural curiosity leads many people to call back.
When you return the call, you're connected to a premium-rate number that charges $15-$30 per minute. The call may connect to a recorded message, hold music, or a fake "prize" claim designed to keep you on the line as long as possible. The charges appear on your phone bill weeks later.
Premium-rate numbers (also called pay-per-call or premium SMS numbers) are telephone numbers that charge callers above-standard rates. In the US, these include 900 numbers and certain international numbers. The carrier collects the charge and remits a portion to the number owner — which in this case is the scammer.
Some callback scams route through legitimate-looking US area codes but actually forward to international premium-rate numbers in the Caribbean, West Africa, or Eastern Europe. The caller may not realize they're being charged international premium rates until their phone bill arrives.
"Wangiri" is Japanese for "one ring and cut." The technique originated in Japan in the early 2000s and has since become a global phenomenon. Modern Wangiri operations use autodialers to call millions of numbers simultaneously with a single ring, then wait for callbacks.
The FCC has issued specific consumer alerts about Wangiri scams originating from area codes 268 (Antigua), 809 (Dominican Republic), 876 (Jamaica), and 284 (British Virgin Islands). These Caribbean area codes look like domestic US calls but connect to international premium-rate services.
Be cautious of callbacks to these area codes commonly used in phone scams: 268 (Antigua and Barbuda), 284 (British Virgin Islands), 473 (Grenada), 649 (Turks and Caicos), 664 (Montserrat), 767 (Dominica), 809/829/849 (Dominican Republic), and 876 (Jamaica).
These are all legitimate area codes for Caribbean nations, but they're disproportionately used in callback scams because they look like domestic US numbers (no +1 country code needed) while connecting to premium-rate international services. If you receive a missed call from one of these codes and don't know anyone there, don't call back.
Don't call back unfamiliar numbers. If the call was important, the caller will leave a voicemail or call again. This single habit eliminates virtually all callback scam risk.
If you do need to check an unknown number, use a reverse phone lookup service or search the number on Google before calling back. Many scam numbers are documented in complaint databases. Enable international call blocking through your carrier if you never need to make international calls — this prevents accidental premium-rate connections.
Review your phone bill monthly for unexpected charges, especially from numbers you don't recognize. If you see premium-rate charges, contact your carrier to dispute them and request a third-party charge block on your account, which prevents premium services from billing through your phone number.
